How the Government Works

Once upon a time the government had a vast scrap yard in the middle of a desert,

Congress said, "Someone may steal from it at night." So they created a night watchman position and hired a person for the job.

Then Congress said, "How does the watchman do his job without instruction?" So they created a planning department and hired two people, one person to write the instructions, and one person to do time studies.

Then Congress said, "How will we know the night watchman is doing the tasks correctly?" So they created a Quality Control department and hired two people. One to do the studies and one to write the reports.

Then Congress said, "How are these people going to get paid?" So they created the following positions, a time keeper, and a payroll officer, then hired two people.

Then Congress said, "Who will be accountable for all of these people?" So they created an administrative section and hired three people, an Administrative Officer, Assistant Administrative Officer, and a Legal Secretary.

Then Congress said, "We have had this command in operation for one year and we are $18,000 over budget, we must cutback overall cost." So they laid off the night watchman.

Cat on the Roof

A man left his cat with his brother while he went on vacation for a week. When he came back, he called his brother to see when he could pick the cat up. The brother hesitated, then said, "I'm so sorry, but while you were away, the cat died." The man was very upset and yelled, "You know, you could have broken the news to me better than that. When I called today, you could have said he was on the roof and wouldn't come down. The CIA's Assasin

The CIA had an opening for an assassin. After all of the background checks, interviews, and testing were done there were three finalists; two men and one woman. For the final test, the CIA agents took one of the men to a large metal door and handed him a gun. We must know that you will follow your instructions, no matter what the circumstances. Inside this room you will find your wife sitting in a chair. You have to kill her. The first man said. You can't be serious. I could never shoot my wife. The agent replies, "Then you're not the right man for this job." The second man was given the same instructions. He took the gun and went into the room. All was quiet for about five minutes. Then the agent came out with tears in his eyes. I tried, but I can't kill my wife. The agent replies, "You don't have what it takes. Take your wife and go home." Finally, it was the woman's turn. NASA officials were interviewing three prospective astronauts to sent to Mars on a dangerous one-way trip. Only one of the three would go, and that candidate would never return to Earth. The interviewer asked the first candidate, an engineer, how much he wanted to be paid to go. "One million dollars," replied the engineer, "and I want it donated to my alma mater, Rice University." The interviewer asked the next candidate the same question. "Two million dollars," answered the doctor, "and I want to give one million to my family and leave the other million to medical research." The third candidate, a lawyer, was asked the same question. "Three million dollars!" replied the lawyer. "Why so much?" the interviewer inquired. The lawyer replied, "If you give me three million, I'll keep a million, give you a million, and we'll send the engineer."
